Saint Francis’ Commitment to the Yellow Ribbon Program
Saint Francis is proud to announce that we will be contributing 50% towards the Yellow Ribbon Program: the maximum allotment permitted!
What does this mean to Qualifying Veterans:
Veterans that qualify for 100% of the Post 9/11 GI Bill will pay NOTHING to attend Saint Francis University!
To qualify for 100% of the Post 9/11 GI Bill a Veteran must have served:
· a minimum of 3 years active duty since September 11, 2001 OR |
· at least 30 continuous days active duty since September 11, 2001, and discharged due to service-connected disability |
Required Documentation to be considered for the Benefit:
To receive Yellow Ribbon benefits, an eligible veteran/student MUST submit:
· The FAFSA every year |
· A copy of the DD 214 (Discharge Paper) to the Office of Military Affairs prior to receiving initial benefits |
· VA FORM 1990 (Application for Veteran Benefits) to the Office of Military Affairs prior to receiving initial benefits. |
How does the Yellow Ribbon Program Work:

Question: I’m going to an expensive school, how does that work under the new GI Bill?
Answer: The Post-9/11 GI Bill will pay up to the most expensive in-state tuition and fees at a public institute of higher learning in the veteran’s state, but you can still attend any approved school. In instances where the benefit level does not cover the cost of established charges, VA and the educational institution may enter into an agreement to cover up to 50% per of the unmet expenses under the “Yellow Ribbon Program.”
NOTE: Only individuals entitled to the full 100% benefit rate may receive this funding. The matching contribution from the school and VA cannot exceed the full cost of the school’s established charges. The ‘Yellow Ribbon’ program is not available to active duty personnel.
Example (charges are not actual): An individual wants to attend Saint Francis University. Tuition and fees at Saint Francis exceed the cost of in-state tuition and fees at the Pennsylvania State University. The highest in-state tuition and fees are set at $15,000 for that academic year. Tuition and required fees at Saint Francis for that academic year are set at $35,000. Under the Yellow Ribbon Program, Saint Francis and the VA enter into an agreement to cover the additional $20,000 (minus any federal/state aid: determined by submitting the FAFSA). In this instance, if a written agreement is made between VA and the school, the school would cover $10,000 of the charges, and the VA will match that figure costing the student ZERO to attend.
